The Kingdom of Lesotho through the Ministry of Finance and Development Planning (MoFDP) has received credit financing (Loan No.: 74920-LS) from the World Bank towards the cost of the Public Sector Foundations for Service Delivery and intends to apply part of the proceeds for Consulting services for Organisational Design of the Public Asset Management Unit. (“the Services of the consulting firm will be required to complete the assignment in four (4) months and the consulting firm should ensure full consistency with Terms of reference. The expected commencement date 01 July 2025.

The Ministry of Finance and Development Planning now invites eligible Consulting firm “Consultants”) to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Relevance and suitability of core business area of the consulting firm and its team with the subject assignment.
- The company must have successfully completed at least three (3) organizational design projects within the past 5 years, preferably in the Southern African region public sector.
- The company should have a minimum of 7 years of experience in providing organizational design services.
- The firm must be legally registered, accredited to provide organizational design and asset management consulting.
- The firm must have Experts that include a Project Manager, Organisational Design & Job Analyst.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with Open Competitive Selection of Consultant Qualification Selection method as set out in the Procurement Regulations.

Expressions of interest must be delivered in a written form as follows:

Submissions should be send to the address below (in person, or by mail at masingoaneng.sekete@gov.ls by 21st March 2025. In case of in person delivery, the EoIs may be sent to Ministry of Finance and Development Planning 2nd Floor, Finance House, Government Complex, Kingsway (Office 2010), on or before 21st March 2025. The EoIs will be opened on 21st March 2025. CAT immediately thereafter, in the presence of applicants who wish to attend.
Submissions must be clearly titled (including on the submission envelope where applicable): “Expression of Interest, Consulting services for Organisational Design of the Public Asset Management Unit.”
