Job title: Conduct LEA (Legal Environment Assessment) and use results to inform advocacy for law and policy reform

Women and Law in Southern Africa Research and Education Trust (WLSA) is seeking services of an individual consultant to conduct LEA (Legal Environment Assessment) and use results to inform advocacy for law and policy reform.

  1. Scope of work

The local Legal expert will conduct a legal environment assessment in the five (5) districts of Lesotho, namely; Maseru, Leribe, Mokhotlong, Mafeteng, and Quthing and develop recommendations.

Expected outputs and deliverables

Deliverables/ Outputs Estimated Duration to Complete
1.     Inception report 5 days after contract signing
2.     Draft report including action plan 4 weeks
3.     Validation (presentation of findings, summary report) 1 day of the 5th week
4.     Final Report 1 week after validation

 

  1. Duration of the assignment
  • The assignment is expected to be carried out within 30 working days after signing the contract and should be completed within three months.

Academic Qualifications and Competencies:

The consultant should possess Masters degrees in either one or more of the following disciplines: Legal studies, Public Policy, Economics, Gender Studies, Human Rights or related discipline, International Law, Public Health with advanced knowledge and work experience of assessing and developing legal regulatory and policy frameworks to respond to health in particular HIV/TB. A PHD in applicable field will be an added advantage

Competencies: Prior demonstrated experience in Legal review processes, human rights, law reform and gender mainstreaming, conducting research, including developing interview and focus group discussion tools and conducting interviews.

  1. Expression of interest with, cover letter, brief description of why the consultant considers themselves as the most suitable for the assignment, and a methodology, on how they will approach and complete the assignment (Not more than 5 pages).
  2. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs
  3. CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
