Assignment Title: Consulting service for Baseline Assessment, and Review and Redesign of the Lesotho Institute of Public Administration and Management (LIPAM) Training Programmes

The Kingdom of Lesotho through the Ministry of Finance and Development Planning (MoFDP) has received credit financing (Loan No.: 74920-LS) from the World Bank towards the cost of the Public Sector Foundations for Service Delivery and intends to apply part of the proceeds for consulting services for Baseline Assessment, and Review and Redesign of LIPAM New Training Programmes. (“the Services of the consulting firm will be required to complete the assignment in five (5) months and the consulting firm should ensure full consistency with Terms of reference. The expected commencement date 01 May 2025.

The Ministry of Finance and Development Planning now invites eligible Consulting firm “Consultants”) to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Relevance and suitability of core business area of the consulting firm and its team with the subject assignment.
- Demonstrable capability to perform the assignment based on previous similar assignments undertaken. Must have undertaken assignments on Baseline Assessment, Review, and Redesign of Training Programs for at least 10 years.
- The consultancy must be a certified institution qualified to undertake Baseline Assessment and Redesign New Programmes in line with the assessment results.
- Must have proven experience in training and program development, and knowledge of curriculum design and development
- Must have designed training programs for at least two (2) training institutions
- Must have skilled and experienced experts in the fields of Public Financial Management, Public Administration and Human Resources, Governance and Socio-economic, Education and Information Communication Technology.
- Must have experience of at least 15 years in operation and 10 years in conducting similar assignments with references preferably of the Public Sector setting.
- Must be conversant with the local context
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with Open Competitive Selection of Consulting Firms method as set out in the Procurement Regulations.

Submissions should be send to the address below (in person, or by mail at masingoaneng.sekete@gov.ls by 27th February 2025. In case of in person delivery, the EoIs may be sent to Ministry of Finance and Development Planning 2nd Floor, Finance House, Government Complex, Kingsway (Office 2010), on or before 28th February 2025. The EoIs will be opened on 28th February 2025. CAT immediately thereafter, in the presence of applicants who wish to attend.
